This is a pretty broad question. I would consider talking with current college admissions counselors. I have never heard of this service being outsourced to consultants - but maybe you are talking about helping students/parents with admissions paperwork and such. High school counselors have lots of that information, and actual college admissions departments would have all the rest.
In terms of starting a business, you need to research to see if its a viable business idea, a comprehensive business plan, money, name, logo, business card, marketing, target clients, products or samples of what you will offer clients, pricing, etc. Lots of information can be found at the Small Business Administration gov't website.
